El Nino Watch
Each province gets a level from 0 Normal to 3 Act from declarations, reported incidents, measured rain and river levels. The national level is the worst province, raised to 4 only for a widespread national disaster.
Hazards
Each province is scored from what is known about it right now, and every row lists the reasons that set its level. The rules (computed on the server, same colours as the Samui watch):
Colours are the same as everywhere else in the app: green Normal, yellow Watch, orange Prepare, red Act, pink Leave / widespread disaster. On the map a thick ring = declared disaster area. The "Why" column of the province table lists the reasons behind each level.
A high national level does not mean Samui is in danger: it is the NATIONAL severity. It means travel and supplies through the affected provinces may be disrupted. The island level stays on the Koh Samui page.

National level = the worst province level. It becomes 4 ("Widespread disaster", shown with the Leave colour) only when disaster areas are confirmed in 3 or more provinces AND 10 or more provinces are at level 3. An active TMD heavy-rain or storm bulletin alone gives national level 1. A province never gets level 4.
