"Unknown" is an honest answer, not an error to ignore. Example: if the wave forecast is down, the app cannot tell whether ferries will run, so it will not claim "Normal".
What to do while it is unknown:
Act on the "at least" level shown.
Check the missing information yourself: TMD (tmd.go.th, hotline 1182) for warnings, the ferry operators for crossings.
